I'm not that familiar with the Twin Cities, but the story sounds similar to Seattle. For a historically laid-back "earth shoes and whole wheat bread" kind of place, there is a big increase in homelessness, "defund the police" demands, and protests/riot-related damage. BoatBabe has commented on how legitimate protests are quiet during the day, but then different, violent elements arrive at night to create havoc.
"Defend the police" supporters who prefer social workers must be clueless about mental health crises. For several years Howard had the job of evaluating people reported for strange or threatening behavior to see if they needed involuntary commitment to a mental health facility under a 72 hour hold. That can be very dangerous, so he regularly asked the police to accompany him when he went to investigate.
After being mostly "big city people" in the past, for most of the last 30 years we've chosen to live in smaller cities that are university towns - more amenities due to presence of "the U," but more manageable city living due to smaller size. That's a good point made by the author of the article.
